  Chair of the Department of Electronics and Radio Engineering at the Tashkent University of Information Technologies named after Muhammad al‑Khwarizmi; Candidate of Technical Sciences (PhD).

  Total work experience of 40 years. Served at TUIT from 1981 to 2010; at the Academy of Armed Forces of the Republic of Uzbekistan from 2010 to 2016; and continues in the same role since 2016.

  During his career, he has contributed to raising scientific and practical competence, developing domain-specific skills, implementing academic and applied projects in collaboration with industry, promoting moral and cultural values among youth, fostering patriotism and national pride, enhancing the effectiveness of educational and outreach activities, and cultivating love for the homeland and loyalty in the younger generation.

  Since 1992 – Candidate of Technical Sciences. He defended his PhD dissertation on February 12, 1992, at the Academy of Sciences of Uzbekistan – Specialized Joint Council D 015.12.01 05.13.01 and 05.12.17, on “Development of principles for rational design of adaptive‑controlled TV systems at large regional television centers.”

  Since May 8, 1992 – PhD candidate (diploma No. KD 059019). His degree was officially recognized (nostrification) as PhD‑01 No. 013908 on December 22, 2015. Since November 24, 1994 – Associate Professor (attestat OZ 001582). Since February 2, 2016 – Professor (attestat No. 05 002766).

  He contributed to the development of national educational standards for study programs in:

Telecommunication Technologies (5350100), Computer Engineering / Multimedia Technologies (5330500), and Information Security (5330300), including sample curricula and methodological packages for courses such as Electronics and Circuits 1 & 2, Introduction to Digital Device Design, Systems and Signal Processing.

  In his scientific‑pedagogical career, he has supervised 2 PhD candidates, as well as numerous bachelor’s and master’s theses.

  He serves annually as the responsible secretary at the university’s national scientific‑methodical conference, and actively participates in academic events showcasing the work of talented students, graduate researchers, independent scholars, and faculty.

  He served as a senior research specialist in a national fundamental project (BV‑F3 004, 2017–2020) and in an international project (“Intelligent Transport Systems: New Master’s Program Based on ICT in Uzbekistan,” 2017–2020).

  Tulyaganov also serves on the editorial boards of scientific‑technical and methodological journals published by TATU’s research units under the Ministry of Defense and Information‑Communication Technologies.

  In collaboration with the department faculty, he established cooperation agreements with Uzbektelecom’s “AK Telecommunication and Personnel Development Center,” including setting up a branch in the department.

  Under his leadership, he has actively participated in enhancing the preparation of highly qualified, intellectually capable officer personnel for the Armed Forces of Uzbekistan, and improving educational quality. He is also a member of the scientific council and seminar (PhD.34/30.12.2019.t.58.01) at the Defense Ministry’s ICT and Military Communications Institute.

  As part of national youth policy, he contributes to developing a social, cultural, and economic ecosystem that enables students to thrive responsibly in service to the nation.

  He has completed numerous international training courses and holds certifications from foreign institutions, including:

- Harris (USA, 2001, 2002)
- Datron (USA, 1999)
- Turkish General Staff professional course (2002)
- Codan (Australia, 2009)
- A 288‑hour “Education System Management” course at the National Scientific‑Methodological Center (certificate MА No. 024569, December 28, 2019).

  He regularly presents his research at international and national academic conferences.

  To date, he has authored 84 scientific works, including 11 textbooks in the state language, 30 research publications, 26 educational-methodical studies, and 3 textbooks (2 in Russian).

  Currently, Professor Tulyaganov A.A. supervises 3 independent researchers.

  He has received the following honors:
