Attention 1st-Year Students!
Are you a first-year bachelor’s or master’s student enrolled in a full-time education program?
If so, please pay close attention to the following information!
In accordance with the Presidential Decree of the Republic of Uzbekistan No. PF-81 dated May 24, 2024 “On Improving the Admission and Placement System of State Orders in Higher Education Institutions”; the Resolution No. PQ-330 dated September 23, 2024, “On Priority Measures for the Implementation of the 'From Poverty to Prosperity' Program”; as well as the Cabinet of Ministers Resolution No. 149 dated March 10, 2025 — a procedure has been established for awarding and redistributing grants to students in higher education institutions.
According to this, starting from the 2024/2025 academic year, state grants will be awarded only for the first academic year to students enrolled in full-time bachelor’s and master’s programs. From the second year onwards, grants will be redistributed in a differentiated manner among socially active students who are citizens of Uzbekistan and have demonstrated high academic performance.
In simple terms, a student admitted on a state grant basis must meet certain requirements in order to continue receiving a grant in subsequent years. Students admitted on a tuition contract or differentiated contract basis may also become eligible to receive state grants in the following academic years.

Note
State grants are divided into social-incentive and educational grants:
- a) A social-incentive grant is awarded in full for the duration of study to students admitted with legal privileges under the state grant system, as well as within the framework of targeted admissions and to holders of grants from specific sectors, fields, government bodies, and organizations;
- b) An educational grant is allocated in a differentiated manner to students admitted within the parameters of the state order, and a stipend is paid only to those who win a full educational grant.
