In response to appeals circulating on social media regarding claims that graduates of state higher education institutions are being required to submit various documents before defending their graduation thesis — including self-employment information, official employment certificates, or tripartite contracts — the following is stated:

According to the current regulations, no additional documents related to employment status are required from graduates for inclusion in the graduation qualification work or for the issuance of a diploma. Admission to the defence of the graduation qualification work is carried out solely based on requirements related to the educational process.

At the same time, in order to analyse graduate employment and monitor their transition into the labour market, monitoring is being carried out through the integration of information systems of the Tax Committee, the Ministry of Poverty Reduction and Employment, the Ministry of Justice, and the National Agency for Social Protection. These processes are conducted automatically through digital platforms and do not require students to submit any additional supporting documents.

The Ministry has issued appropriate instructions to all higher education institutions to strictly comply with legal requirements in working with graduates, avoid imposing unnecessary bureaucratic demands, and adhere to the principle of voluntariness in collecting any information.
