
A Presidential Decree (PF-61, dated March 26, 2025) on implementing the tasks set during the President’s open dialogue with youth has been adopted.
According to the decree, starting in 2025, a new "Bright Talent" initiative will be introduced under the "El-Yurt Umidi" Foundation’s scholarship program.
This initiative includes:
▪️ Annually selecting talented, knowledge-seeking youth from underprivileged families in each community who lack financial means for education abroad;
▪️ Identifying their potential and preparing them through special courses before sending them to appropriate foreign universities.
📜 A budget of 300 billion UZS has been allocated for the "Bright Talent" initiative in 2025.
✔️ Graduates of the "El-Yurt Umidi" Foundation who have studied abroad will be directly included in the national talent pool and will be hired in government agencies, organizations, and institutions without a competitive selection process.
Starting June 1, 2025:
🟢 Young professionals (under 35 years old) who have earned a PhD or an equivalent scientific degree from top 100 internationally ranked universities will receive interest-free housing loans of up to 2,150 times the BCV (Base Calculation Value) for a 10-year period, depending on the location of the property.
🟢 Prize money for winners and medalists of prestigious international science Olympiads will be increased fivefold.
✔️ Additionally, young individuals who have obtained a nationally recognized or equivalent international C1-level language certificate within the past two years will be eligible for an interest-free loan of up to 320 times the BCV, with a 6-month grace period over 3 years, to establish specialized foreign language centers in remote or hard-to-reach areas.
