By the Resolution of the Cabinet of Ministers dated December 30, 2025, No. 840, changes were made to the procedure for awarding the Presidential and named state scholarships of the Republic of Uzbekistan to students of master's specialties and undergraduate educational programs.
Applicants for the Presidential and named state scholarships are required to take special tests at the Agency for Assessment of Knowledge and Skills (by region) for knowledge and skills in information technology, history of Uzbekistan, and foreign languages.
Including:
- the lower limit of the passing score for test trials is 55 percent of the maximum possible score;
-applicants who scored below 55 percent of the maximum possible score, as well as those who did not take the entrance exams, are not recommended for Presidential and named state scholarships;
-an appeals commission of at least 5 people is created to consider complaints from applicants who are dissatisfied with the assessment results;
- Documents and results achieved by applicants for the Presidential and named state scholarships (in master's specialties and undergraduate education areas) are evaluated based on the evaluation criteria approved by this resolution;
- Academic performance indicators of applicants are formed through the "HEMIS" information system of the Ministry of Higher Education, Science and Innovation.
Also, students who are laureates of named state scholarships are not allowed to re-participate in the competition for named state scholarships at a certain stage of education.
