By the relevant Presidential Decree (PF–43, dated 18 July 2025), the state order parameters for admission to higher education institutions for the 2025/2026 academic year and the following three years have been approved.

A total of 45,422 state-funded grant places for bachelor’s and master’s programs have been allocated as follows:

Bachelor’s degree (full-time) – 35,500 places

Master’s degree (full-time) – 9,922 places


Additionally:

Foreign and non-state higher education institutions – 1,320 places

Compatriot youth abroad – 30 places

Women – 4,000 places


Distribution of admission parameters will be determined:

Based on the needs of regions and sectors

According to additional parameters for applicants with privileges

For each program, depending on the passing scores and whether admission is state-funded or on a tuition-fee basis


Moreover, the specifics of certain fields (languages, arts, sports, etc.) will be taken into account.

Through this new system, state grant benefits will be provided transparently, and applicants who score the highest will be recommended for admission.
