Chapter 1. General Provisions

This Charter defines the status, primary functions, rights and obligations, accountability, and organizational foundations of the Tashkent University of Information Technologies named after Muhammad al‑Khwarizmi (hereafter “the University”).
The University was founded in 1955 and serves as a leading state higher-education institution in the Republic of Uzbekistan in the field of information‑communication technologies, delivering educational and training programs under national higher-education standards.
In accordance with this Charter and relevant legislation, the University is subordinated to the Ministry for the Development of Information Technologies and Communications (hereafter “the Ministry”) and the Ministry of Higher and Secondary Specialized Education of Uzbekistan.
The University, its branches, subordinate structures, administrators, staff, and students operate in strict compliance with current legislation, directives of the Ministry and the Ministry of Higher and Secondary Specialized Education, and the provisions of this Charter.

Chapter 2. Purpose and Objectives of the University
The University’s purpose and objectives encompass:

Enhancing the national system of higher education in ICT fields; preparing highly qualified specialists in line with international standards; and expanding cooperation with leading foreign universities.

Delivering degree-based instruction and foreign language education programs, as well as organizing professional development and qualification courses in ICT and related domains for legal entities and individuals.

Promoting extracurricular educational services for children and youth in cultural, aesthetic, scientific‑technical, and sports disciplines—including establishing art studios, libraries, recreation centers—consistent with national legislation.
The principal tasks of the University are as follows:

Supporting the intellectual, scientific, moral, cultural, and ethical development of individuals through high‑level university and postgraduate education.

Fostering well-rounded, independent thinkers who respect national and universal values, take responsibility for the nation, family, and society, and contribute honestly to the country’s progress.

Advancing science and pedagogy via research and creative activities by academic staff and students, and integrating results into the educational process.

Preparing, retraining, and improving the qualifications of highly educated, scientifically capable specialists and academic personnel in relevant socio‑economic sectors.

Preserving and enriching cultural, moral, educational, and scientific values of society.

Disseminating knowledge among the public to enhance their educational, cultural, and moral standards.

Acting as a national leader and reference institution—providing academic, methodological, and cultural guidance to peer universities based on advanced scientific achievements.

Conducting research that aligns with international standards and fostering new scientific schools.

Establishing mutually beneficial cooperation with universities and research institutions in developed countries in science and higher education.

Strengthening the ties among education, science, and industry in key economic sectors.

Hosting scientific‑practical conferences in ICT at national and international levels.

Organizing competitions and Olympiads in ICT for students of higher education institutions.

Promoting access to prestigious state and local and international scholarships—including the Muhammad al‑Khwarizmi scholarship—for talented students.

Arranging scientific meetings and roundtable discussions with leading scientists, academics, professors, and young researchers involving students.

Preparing modern educational materials for academic disciplines within curricula and providing free access to these resources in electronic libraries.

Publishing articles and materials in media and the national educational network ZiyoNet highlighting the life and legacy of the eminent scholar Muhammad al‑Khwarizmi.

Establishing modern educational and research laboratories to explore emerging frontiers of science and technology.
-
Supporting the publication of prospective scientific work and articles by talented students, young scholars, and professor‑teachers in University-affiliated scientific journals.

Conducting cultural‑educational, sporting, and wellness activities within the University community.

Providing contractual training courses to government bodies and local authorities in effective application of modern ICT and internet systems.

Implementing measures through a compliance-control system to prevent, detect, curb, and eliminate corruption offenses and the enabling conditions thereof.

Operating in full compliance with the Constitution, laws, decisions of the Oliy Majlis, decrees and directives of the President of the Republic of Uzbekistan, resolutions of the Cabinet of Ministers, provisions of the Ministry Board and other regulatory legal documents, fulfilling all given instructions and abiding by this Charter.
The University performs the following functions in line with its assigned responsibilities:

In the area of fostering intellectual, scientific, cultural, spiritual, and moral development of individuals through undergraduate and postgraduate education:

Implementation of basic doctoral programs (PhD) aimed at the defense of dissertations and the awarding of the academic degree of Doctor of Philosophy in relevant scientific fields;

Implementation of doctoral programs (Doctor of Science) that provide for the defense of dissertations and the awarding of the Doctor of Science degree in corresponding areas of expertise.

In the area of shaping well-rounded individuals with independent thinking, modern knowledge, and strong civic responsibility, who are dedicated to their homeland and respectful of national and universal values:

Establishment of an effective system for students’ moral and ethical education, enhancement of theoretical and practical knowledge and skills, instilling patriotism, and fostering high spiritual and moral qualities;

Educating students to respect national and universal values, enrich and preserve national traditions, and develop as conscientious and honest contributors to the prosperity of the nation.

In the area of advancing science through research and creative activity by academic staff and learners, and integrating outcomes into the educational process:

Strengthening research efforts and forming scientific schools aimed at the widespread application of global advances in information and communication technologies to the leading sectors of Uzbekistan’s economy;

Organizing the educational process in accordance with international practices by implementing innovative pedagogical technologies and teaching methods, improving curricula and course programs, and qualitatively enhancing the teaching process through modern formats and ICT tools.

In the area of training, retraining, and professional development of highly educated and scientifically capable specialists and academic personnel for relevant sectors of the economy:

Organizing targeted educational programs to train highly qualified specialists in information and communication technologies based on international standards and aligned with the needs of leading economic sectors.

In the area of preserving and enriching the moral, cultural, educational, and scientific values of society:

Creating an effective system for students’ moral and ethical education, enhancing their theoretical and practical knowledge and skills, developing patriotism, and fostering high moral-spiritual values.

In the area of disseminating knowledge and enhancing the cultural and moral standards of the population:

Organizing meetings between university professors and community members in designated neighborhoods;

Conducting ongoing outreach in communities with the participation of talented TUIT students in mentorship groups to spark interest in future professions among disengaged youth.

In the area of modernizing the educational system based on advanced scientific achievements and functioning as a leading institution for related universities across the country in academic, methodological, and educational matters:

Disseminating leading practices and scientific achievements from the University to its branches;

Sharing the University’s advanced experiences and scientific accomplishments with peer institutions nationwide to enhance their academic, methodological, and educational practices.

In the area of conducting internationally aligned scientific research and forming new scientific schools:

Developing proposals for joint research initiatives with foreign universities;

Enhancing research through University-led scientific projects and establishing scientific schools aimed at the application of leading global ICT advancements to the strategic sectors of Uzbekistan’s economy.

In the area of fostering mutually beneficial cooperation in science and higher education with universities and research institutions in developed countries:

Submitting proposals for the development of international cooperation;

Facilitating experience exchange through the Uzbek-Indian Center established at the University;

Signing mutually beneficial agreements in science and higher education with universities and scientific research institutions of developed countries.

In the area of establishing strong linkages between education, science, and industry in the leading sectors of the economy:

Engaging in foreign economic activities in accordance with the laws of the Republic of Uzbekistan and the Ministry’s foreign economic relations strategy;

Becoming a member of international organizations and financial institutions, enhancing cooperation, and securing financial support to strengthen the relationship between science and production.

In the area of organizing national and international scientific-practical conferences in information and communication technologies:

Organizing international scientific-practical conferences and seminars in cooperation with economic entities and international organizations, according to the University’s approved plan.

In the area of conducting contests and Olympiads in ICT among university students:

Organizing subject Olympiads in accordance with the University’s approved plan;

Identifying highly talented students through competitive selection processes.

In the area of promoting participation in prestigious national and international scholarships, including the Muhammad al-Khwarizmi Scholarship:

Organizing competitions for state and named scholarships among students at the University and its branches.

In the area of organizing scientific meetings and roundtables with leading national scholars, including academicians and prominent figures in science:

Holding scientific meetings with leading national scholars, including academicians and prominent scientists, involving students, young researchers, and faculty, in accordance with the University’s approved plan.

In the area of developing and publishing modern educational materials and making them accessible through electronic resources:

Ensuring that educational processes are closely tied to the use of information and communication technologies, and fostering analytical thinking, independent learning, and application of new knowledge among students through the implementation of modern teaching methods and technologies.

In the area of disseminating publications on the life and contributions of the great scholar Muhammad al-Khwarizmi via mass media and the ZiyoNet national education network:

Publishing articles and materials on the life and scientific contributions of Muhammad al-Khwarizmi in the University’s scientific journals authored by the University’s academic staff.

In the area of establishing new educational and research laboratories for exploring new scientific directions based on modern technologies:

Establishing new educational and scientific-research laboratories within the framework of academic projects carried out by the University’s teaching staff, focusing on modern technology and novel scientific disciplines.

In the area of supporting the publication of scientific journals to disseminate promising research by talented students, young researchers, and faculty:

Encouraging talented youth to engage in scientific research, particularly by fostering their interest in natural sciences and supporting their independent creative activity through high-quality education.

In the area of organizing spiritual, educational, cultural, sports, and wellness events at the University:

Organizing sports events in cooperation with professors, students, neighborhood communities affiliated with the University, and local administrative authorities;

Collaborating with the University’s primary trade union committee to organize a variety of spiritual, educational, and cultural events.

In the area of delivering ICT and internet training for government and local authority officials:

Conducting training courses at the University for government and local administrative officials, focusing on the effective use of modern technologies.

In the area of preventing corruption through the implementation of a compliance control system:

Conducting anonymous surveys among students to identify and prevent corruption-related offenses;

Organizing regular legal education sessions for academic staff to increase their legal awareness.

In the area of ensuring full compliance with the Constitution and legislation of the Republic of Uzbekistan, and directives issued by government and ministerial bodies:

The University shall carry out its activities in strict accordance with the Constitution, laws, decisions of the chambers of the Oliy Majlis, decrees, resolutions, and orders of the President, as well as the resolutions, orders, instructions, and directives of the Cabinet of Ministers, the Ministry's board and its official records, and other regulatory documents, ensuring their timely and complete implementation in line with this Charter.
