About the Education Quality Control Department

    The department operates in accordance with the Laws of the Republic of Uzbekistan “On Education” and “On the National Personnel Training Program” and the Decree of the President of the Republic of Uzbekistan “On measures for the further development of the higher education system”, as well as on the basis of the requirements of Resolution PQ-2909 dated April 20, 2017 in order to raise the quality of education to a high level in accordance with the requirements of reforms carried out in the social and economic spheres, as well as to further improve control of the quality of education in the lifelong education system. In order to implement state policy in the field of quality control of personnel training and objective assessment of the effectiveness of the educational process, on the basis of the order of the Ministry of Higher Education, Science and Innovation dated March 27, 2023 “On improving the activities of the Department for Quality Control of Education in State Higher Educational Institutions,” the main tasks of the Department are defined quality control of education.

The tasks of the department include studying and analyzing the compliance of university students’ knowledge with state educational standards, monitoring the quality of personnel training, organizing internal certification of the university and the results of internal certification, factors affecting the quality of education.

 The department provides information to the rector of the university and the Ministry of Higher Education, Science and Innovation, the Department of Organization, Licensing and Quality Assurance of Educational Institutions.

In pursuance of the order of the Ministry of Higher Education, Science and Innovation No. 72 dated March 27, 2023 “On improving the activities of the Department for Quality Control of Education in State Higher Educational Institutions,” the main tasks and functions of the Department for Quality Control of Education were developed and approved. Quality control of education at a university is considered an integral part of the management system, and its main task is to ensure the quality of education in accordance with the requirements of state educational standards and organize targeted and coordinated measures to improve efficiency of educational process at the university. The Education Quality Control Department reports directly to the rector of the university.

Main tasks and functions of the department:

  • control and monitoring of the quality of personnel training at the university and its branches;
  • study and analysis of the compliance of students' knowledge with state educational standards and checking the level of students' proficiency in subjects;
  • the formation of a teaching staff capable of ensuring the quality of education, including the selection and recruitment of potential teachers, the creation of (objective) transparent organizational mechanisms to improve their professional skills and qualifications;
  • regular analysis of the quality of teaching by teaching staff;
  • organizing an internal assessment of the university and taking measures to eliminate existing shortcomings based on the results of the internal assessment;
  • checking the correctness of the organization of the educational process based on the requirements established by regulatory legal documents and the effectiveness of using the HEMIS system (including the timeliness and completeness of entering information into the information system, as well as strict organization in accordance with the requirements of the credit-module system);
  • analysis of the compliance of qualification requirements, curricula and programs with professional standards and labor market requirements for competitive training; • formation of analytical conclusions about the position of graduates in the personnel market, their needs and the level of viability of the industry;
  • supervision of the organization of training sessions based on modern pedagogical technologies and information technologies, establishing quality control of educational processes at the required level;
  • supervision over the attraction of qualified specialists from production (practice) for training;
  • determining the effectiveness of measures taken to ensure transparency and objectivity in monitoring and assessing students’ knowledge;
  • studying issues of improving the qualifications of professors and teachers, including scientific innovations in their programs;
  • analysis of the fairness of distribution of teaching load between professors and teachers;
  • monitoring the conditions created for students and teachers in the information resource center, the availability of textbooks in subjects, studying the conditions created for students and making proposals to management;
  • study and analysis of the organization of independent education at the level of demand (ensuring the development of instructions and guidelines, establishing requirements for the organization of independent education and forming workload requirements);
  • ensuring the implementation of anti-plagiarism programs at the university (including the introduction of the principles of academic integrity and systematic organization of anti-plagiarism);
  • participation in studying the activities of other higher educational institutions in accordance with the order of the Ministry of Higher Education, Science and Innovation.
