Marat Alimovich Rakhmatullaev was born on September 15, 1956, in the Ohangaron district of Tashkent region, in a working-class family.

Professor, Doctor of Technical Sciences. Specialist in information technologies, fuzzy logic, expert systems, automated design and control systems, data and knowledge bases, as well as automated and electronic libraries.

 

Scientific research activity.

In 1984, he defended his PhD dissertation on the topic “Issues of developing automated control systems for technological production” in the specialty 13.12.01 “Control of technical systems.” In 1994, he successfully defended his doctoral dissertation titled “Theory and practical methods of creating metasystems for decision making in deterministic and fuzzy technological environments” in the same specialty.

He founded a scientific school on the use of information technologies in information-library activities and the intellectualization of scientific and educational information search.

He has supervised 8 PhD candidates and 2 Doctors of Technical Sciences and currently supervises 3 doctoral students and researchers. Author of more than 220 scientific works, including 10 monographs, 2 textbooks, and educational-methodical manuals.

Pedagogical activity.

At the Tashkent State Institute of Culture named after A. Qodiriy, he introduced and provided educational-methodical support for the courses “Integrated Automated Library Systems” and “Information Systems and Networks.” For TUIT master’s students, he developed and implemented the courses “Global Information Resources” and “Designing Information Library Systems.”

Rakhmatullaev was the main organizer and coordinator of the TEMPUS program (2009–2012) project “New Master's Programs in the Information and Library Sphere.” Based on this project, a new master's curriculum in library science and informatization was developed at the Department of Information Library Systems in accordance with international standards. Professors and teachers from TDMI and TUIT improved their qualifications at universities in the UK, Scotland, Spain, Italy, and Latvia.

He was the coordinator of the ERASMUS project (2017–2019) “Technical Rehabilitation (Tech-Rekh),” which laid the foundation for the creation of a new master's program “Information Technologies in Medicine” at the Tashkent University of Information Technologies.

Public activity.

In 2000, Marat Alimovich Rakhmatullaev, in collaboration with the directors of leading libraries in the republic, founded the Uzbekistan Library Association and served as its Executive Director. The main functions of the Association:

  • Establishing a model automated library, developing a network of libraries, and creating training centers for librarians;
  • Organizing conferences, seminars, and roundtables to reform the library sector in Uzbekistan;
  • Serving as an expert for international foundations in the field of library science.

   

   Rakhmatullaev is the author and organizer of the conference "Technologies for the Use and Creation of Scientific and Educational Information in Electronic Library Networks" (2009–2015) and the international forum "Information Resources for Innovative Development" (since 2017). Leading global information service companies (Springer, Emerald, ProQuest, Oxford University Press, EBSCO, etc.) are invited annually to this event to conduct presentations and master classes for graduate students and faculty on creating electronic scientific and educational resource databases.

   Rakhmatullaev is the author and organizer of the international conference project "Central Asia: Internet and Library Resources in Science, Education, Culture and Business" (since 1999). Annual participants of this conference include leading library science scholars and professionals from around the world.

   He is the head of the HEREs expert group for the development of higher education in Uzbekistan. Member of the Doctoral Dissertation Council at TUIT and chairman of the scientific seminar on doctoral dissertation defenses in specialty 05.01.04.

International activity.

   Professor Rakhmatullaev has been invited as an international expert to numerous scientific and library associations, where he actively participated as a member.

   From 2001 to 2018 – National Coordinator of the eIFL project in Uzbekistan. He was a member of the international expert group for evaluating databases. Thanks to this, libraries in Uzbekistan gained privileged access to international electronic scientific and educational resources and became familiar with copyright issues related to electronic publishing in leading countries.

  • Chairman of the "Internet and Electronic Databases" section of the International Crimea Conference "Libraries in a Changing World" (Russia);
  • Board member of the International Library Information and Analytical Center (ILIAC, USA); member of the International Association of Developers and Users of Electronic Libraries (Russia); section chair at the International Issyk-Kul Library Conference;
  • Studied the experience of electronic libraries and information networks at the Boston Public Library, National Libraries of the Czech Republic, Hungary, Turkey, Lithuania, Kaunas University, Parma University (Italy), and the U.S. Library of Congress;
  • Fulbright scholarship recipient (USA, 2006–2007). Also participated in TEMPUS and ERASMUS programs, gaining experience at Northeastern University, University of Maryland, Washington University (USA), Lobachevsky University (Russia), University of Barcelona (Spain), and the Sorbonne University (Paris).

Awards.

  • Order of Friendship of the President of Uzbekistan – 2011;
  • Medal for the development of librarianship and international relations from the Kyrgyz Republic – 2019;
  • 2021 – “Excellence in Information and Library Services” medal from the Agency for Information and Mass Communications under the Presidential Administration of Uzbekistan.

Projects

Rakhmatullaev is the author and implementer of more than 40 scientific projects, of which nearly 30 are related to the field of library science.
