MODERNISATION OF HIGHER EDUCATION IN CENTRAL ASIA THROUGH NEW TECHNOLOGIES (HiEdTec). The project is funded by Erasmus+. Implementation period: 2018–2021.

Main aims of the consortium:

  • Adapt the education system in Partner Countries (PCs) to the digital generation by introducing and effectively implementing ICT-based innovative educational technologies and didactic models in the teaching process;
  • Enhance the international dimension of education and training by strengthening links between EU and PC universities, and by exchanging expertise and best practices in digital pedagogy and innovative educational technologies (IET).

Specific project objectives:

  1. Develop a sustainable academic network for sharing experience and exchanging good practices in IET and didactic models by August 2019. The network will initially include PC universities participating in the project but will be open to other HEIs later. It will remain active after the project ends, improving sustainability and impact.
  2. Develop national concepts for adapting the education system to the digital generation by December 2019, tailored to each PC’s specific needs. These concepts aim to allow EVERYONE to learn ANYWHERE and at ANY TIME, using ANY device (computer, laptop, tablet, smartphone) and ANY instructor, through the implementation of IET and didactic models.
  3. Create IET Centres, active learning classrooms, and virtual classrooms in all PC HEIs by November 2019. This supports the EU's goal of opening up education through new technologies and providing suitable learning environments with trained staff for high-quality digital instruction.
  4. Organize courses for trainers and lecturers on acquiring digital skills and innovative teaching methods by September 2020.
  5. Develop Open Educational Resources (OERs) and a cloud-based virtual library of digital educational content by August 2021.
  6. Raise awareness in PC institutions and society of the need to modernize education for the digital generation. All dissemination efforts will support this goal, with a focus on reaching broad audiences nationally to ensure impact beyond the directly involved institutions.

By achieving these objectives, the project will help transform partner universities into innovative institutions and improve the quality of specialists needed for Digital Industry Transformation (Industry 4.0).

Main outcomes and products of the project:

  • Sustainable academic network for exchanging experience and good practices in innovative education;
  • 5 national concepts for adapting education to the digital generation (one per PC);
  • 15 IET Centres (one at each PC university);
  • 45 active learning classrooms (three per PC university);
  • Virtual classrooms (one per PC university);
  • Handbook of innovative educational technologies;
  • Training courses for trainers and lecturers on digital skills and innovative methods;
  • 75 e-learning courses (five per PC university);
  • 75 PowerPoint lectures adapted for interactive whiteboards (five per PC university);
  • Cloud-based virtual library of digital educational resources.

From March 11–16, professors from the Tashkent University of Information Technologies named after Muhammad al-Khwarizmi (TUIT) participated in the kickoff meeting of the Erasmus+ project at Ruse University in Bulgaria. The project (No. 598092-EPP-1-2018-1-BG-EPPKA2-CBHE-SP) aims to modernize higher education in Central Asia through new technologies (HiEdTec). The meeting was attended by 54 participants from 15 higher education institutions across Europe and Asia, including Bulgaria, Italy, Portugal, Luxembourg, Uzbekistan, Kazakhstan, Turkmenistan, Tajikistan, Kyrgyzstan, and representatives from the Ministries of Higher Education.

During the project, levels of accessibility and use of innovative educational technologies in educational processes were reviewed, as well as the international cooperation between EU and Central Asian universities. Professor Angel Smrikarov, project coordinator from "Angel Kanchev" Ruse University, delivered a lecture on effective ways of using innovative technologies and implementing new generation technologies in education.

A Memorandum and Agreement were signed between TUIT and Ruse University within the framework of the project, covering cooperation in education and research, developing professional training programs for academic staff, and implementing exchange programs for bachelor’s, master’s, and doctoral students, as well as joint research programs to promote continuous educational development.
