About the Department of Training of Scientific and Pedagogical Personnel
The Department of Training of Scientific and Pedagogical Personnel of the Tashkent University of Information Technologies named after Muhammad al-Khwarizmi has the right to train doctoral students (PhD, DSC), independent researchers (PhD, DSC) and research interns in specialties approved by the Agency for Innovative Development under the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan.
The most important task of the Department for the Training of Scientific and Pedagogical Personnel is to provide doctoral students with the necessary conditions for deepening theoretical knowledge in the chosen specialty and the correct design of the research work of doctoral students.
The main tasks of the Department for the Training of Scientific and Pedagogical Personnel are:
- ensuring and monitoring the implementation of government decisions, laws of the Republic of Uzbekistan on education, decrees, orders, resolutions of the Cabinet of Ministers, resolutions of the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan, as well as orders of the rector at faculties, departments, departments, etc., related to the training of scientific and pedagogical personnel;
- implementation of decisions and resolutions of bodies;
- organization of admission of doctoral students, research interns and independent applicants on a competitive basis;
- organization of timely approval of individual work plans for doctoral students and independent applicants, theoretical and methodological program, topics of dissertations, supervisor and attached department.
This department is headed by the head of the department for the training of scientific and scientific-pedagogical personnel.
The Head of the Department for the Training of Scientific and Pedagogical Personnel is subordinate to the Vice-Rector for Research and Innovation of TUIT and is appointed and dismissed by order of the Rector of TUIT.
The head and staff of the Department for the Training of Scientific and Pedagogical Personnel in their work are guided by the following documents:
- Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated 22.05.2017 No304 "On measures to further improve the system of postgraduate education";
- Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated 06.11.2020 No696 "On measures to ensure transparency and improve the efficiency of the processes of training scientific personnel";
- Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated 19.07.2019 No606 "On the procedure for targeted training of scientific and scientific-pedagogical personnel of the highest qualification";
- Decree of the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan dated May 29, 2024 No 3515 "On approval of the list of national and internationally recognized certificates that determine the level of proficiency in foreign languages and general subjects";
- Resolutions and orders of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan and the Academy of Sciences of the Republic of Uzbekistan;

The Institute of Postgraduate Education of the Tashkent University of Information Technologies named after Muhammad al-Khwarizmi has the following specialties:
- 05.01.01 - Engineering Geometry and Computer Graphics. Audio and video technologies;

- 05.01.03 - Theoretical Foundations of Informatics;

Admission to the Institute of Postgraduate Education of TUIT named after Muhammad al-Khwarizmi:
Acceptance of documents for basic doctoral studies, doctoral studies and internships at the Institute of Postgraduate Education is carried out annually from September 15 to October 15 through a single electronic system or the Unified Portal of Interactive Public Services.
The following documents are required for admission to the Institute of Postgraduate Education of Higher Education.
Research Trainee:
- an application addressed to the rector;
- a letter of consent on behalf of the supervisor (up to 2 researchers for a PhD, up to 4 researchers for a PhD);
- biography;
- a certified copy of the employment record book (for working applicants);
- a copy of the bachelor's and master's diploma of a higher educational institution, a diploma of higher education (for specialty programs) and supplements;
- a list of published scientific papers, as well as their justification (at least 1 article and 2 abstracts);
- Holders of the State Scholarship of the President of the Republic of Uzbekistan submit a copy of the relevant document.
Basic doctoral studies (PhD):
- an application addressed to the rector;
- a letter of consent on behalf of the supervisor (up to 2 doctors of philosophy, up to 4 researchers can be admitted to doctoral studies);
- biography;
- a duly certified copy of the employment record book (for working applicants);
- bachelor's and master's diploma of a higher educational institution, a copy and supplement of the diploma of higher education (by specialties);
- a list of published scientific works, as well as their justification (scientific results that can form the basis of the dissertation research, including at least one article published in scientific journals, and a report included in collections of scientific works in the relevant areas, at least two abstracts);
- Certificate of proficiency in a foreign language (level B2 and above);
- holders of the state scholarship of the President of the Republic of Uzbekistan submit a copy of the relevant document.
Doctoral studies (DSc):
- an application addressed to the rector;
- a letter of consent on behalf of the supervisor (if selected);
- biography;
- a duly certified copy of the employment record book (for working applicants);
- Candidate of Sciences or Doctor of Philosophy (PhD) degree or equivalent academic degree obtained in foreign countries;
- a scientific report on the research topic and a detailed draft doctoral dissertation plan prepared for the doctoral degree (DSC);
- a list of published scientific works, as well as their justification (at least three scientific articles published in scientific journals that may form the basis of the dissertation research, and at least two abstracts in collections of scientific papers on scientific and practical conferences, seminars and related scientific areas);
- a certificate of proficiency in a foreign language (level B2 and above).
At the Institute of Postgraduate Education, admission to independent education is carried out quarterly during the year, documents are accepted through a single electronic system or the Unified Portal of Interactive Public Services, the selection of applicants is carried out until the third month of each quarter based on the results of an interview in the specialty and the corresponding conclusion of the admission committee in a scientific organization or educational institution.
The following documents are required for admission to an independent research institute (PhD):
- biography;
- a letter of consent on behalf of the supervisor (up to 2 doctors of philosophy, up to 4 researchers can be admitted to doctoral studies);
- master's degree of a higher educational institution, a copy of the diploma of higher education (by specialties);
- a copy of the employment record book certified in accordance with the established procedure;
- a list of published scientific papers, as well as their copies (scientific results that may form the basis of the dissertation research, including at least one article published in scientific journals, and a report included in collections of scientific papers in the relevant areas, at least two abstracts);
- Reference from the place of work.
The following documents are required for admission to an independent research institute (DSc):
- biographical information;
- a letter of consent on behalf of the supervisor (if selected);
- a copy of the diploma of master's or higher education (under the specialization program) for registration as an independent applicant for the degree of Doctor of Philosophy (PhD);
- a copy of the employment record book certified in accordance with the established procedure;
- a list of published scientific papers, as well as their copies (at least three scientific articles published in scientific journals that may form the basis of the dissertation research, and at least two abstracts in collections of scientific papers on scientific and practical conferences, seminars and related scientific areas);
- a scientific report on the research topic and a detailed draft doctoral dissertation plan prepared for the degree of Doctor of Science (DSc);
- A copy of a PhD or PhD diploma or a diploma from other equivalent degrees obtained abroad for an independent Doctor of Science (DSc) degree.
Accepted applicants in postgraduate education:
A research intern and a doctoral student develop an individual plan together with a supervisor and a consultant (in cases where a consultant is appointed). The individual plan is approved by the decision of the collegial body and posted in the Unified Electronic System within a month from the date of admission to the scientific internship, basic doctoral studies or doctoral studies. The scientific supervisor develops a theoretical and methodological program for a doctoral student in the specialty. The theoretical and methodological program is approved by the collegial body within a month from the date of admission to the main doctoral program.
The theoretical-methodical program includes the general concept and issues of methodology, the theoretical foundations of this specialty, and methods of scientific research. The theoretical-methodical program is mastered by a basic doctoral student during the first year of study with the help of a supervisor. An example of a theoretical and methodological program.
List of documents required for passing qualification exams:
- Copy of passport;
- A copy of the dissertation topic published in the UAC Bulletin (a copy of the protocol stating that the topic was discussed at the university council, if it was not published);
- Personal reference (objective) (pdf);
- A contact letter from the research institution;
- Application addressed to the rector.
Qualification exams are held annually in February, May, November and December, a total of 4 times.
The required documents must be submitted by the last day of the months preceding the qualification exam, i.e. January, April, October and November.
