Khakimov Zafar Tulyaganovich was born on 13 November 1980 in Tashkent. Nationality – Uzbek. He holds a higher education degree and graduated from the Tashkent University of Information Technologies in 2003, specializing in mobile communication systems. Doctor of Technical Sciences, Professor.
