I. General provisions
1. This Policy establishes how the Tashkent University of Information Technologies named after Muhammad al-Khwarizmi (hereinafter “the University”) uses energy efficiently, applies energy-efficiency standards to its buildings, manages and reduces its carbon emissions and increases its use of renewable and low-carbon energy. It implements the climate commitments of the Sustainable Development Policy (TUIT-SP-01).
2. The Policy has been prepared in accordance with the Law of the Republic of Uzbekistan “On the Rational Use of Energy”, the Law “On the Use of Renewable Energy Sources”, and the urban planning norms and rules on thermal protection and energy saving in buildings.
3. The Policy applies to all buildings, engineering systems, equipment and vehicles of the University, including dormitories, and to contractors working on University premises.
II. Energy-efficiency standards for new buildings and renovations
4. All renovations and new builds carried out by or for the University follow energy-efficiency standards: as a minimum, the thermal protection and energy-efficiency requirements of the urban planning norms in force, regardless of the source of financing.
5. Design assignments and tender documents provide for efficient insulation and windows, LED lighting with controls, high-efficiency heating, ventilation and air-conditioning equipment, separate energy metering for each building, and an assessment of the potential for solar panels. The Department of Housekeeping and Landscaping confirms compliance before works begin.
III. Upgrading existing buildings and energy-efficiency plan
6. The University maintains a Building Upgrade Plan, updated every year, which sets out measures to upgrade existing buildings to higher energy efficiency, such as insulation, window replacement, LED lighting, heating controls and solar installations.
7. As its energy-efficiency plan, the University aims to reduce its energy consumption per square metre of floor area by 10 per cent by 2030 compared with 2025. Annual measures are included in the Building Upgrade Plan and the Climate Action Plan.
8. The University identifies energy wastage through regular energy reviews of its buildings and an annual inspection before the heating season. Employees and students can report energy waste through the University’s request system, and reports are acted upon promptly.
IV. Carbon management
9. The University has a process for carbon management and for reducing carbon dioxide emissions. Every year it calculates its Scope 1 and Scope 2 emissions in accordance with the Greenhouse Gas Protocol, using meter readings, invoices and fuel records, compares the results with the targets of TUIT-SP-01, agrees corrective measures within the Climate Action Plan and publishes the results.
10. Emissions are reduced first through efficiency and renewable energy. Carbon credits count towards the University’s own targets only if they are high-integrity permanent removal credits.
V. Renewable and low-carbon energy
11. The University maintains and expands its on-site solar energy systems and includes new installations in the Building Upgrade Plan. Where the market allows, it purchases electricity from renewable sources with confirmed origin.
12. Low-carbon energy means energy from solar, wind, hydro, geothermal or nuclear sources, or from non-forest biomass such as agricultural residues or biogas. Energy from forest biomass is not counted as low-carbon.
13. The University supports and promotes the public goal of a transition to 100 per cent renewable energy beyond the University, including through its participation in national renewable energy programmes and through public events.
VI. Energy and the community
14. Through its faculties and laboratories working in the field of energy, the University offers free outreach on energy efficiency and clean energy to the local community, energy-efficiency services to local organisations, expert advice to government bodies, and support for students and start-ups developing low-carbon technologies.
VII. Responsibilities
15. The Vice-Rector for Finance and Economics is responsible for this Policy and approves the Building Upgrade Plan. The Department of Housekeeping and Landscaping organises energy metering, reviews and the annual energy report. The Sustainability Committee reviews progress every year.
VIII. Monitoring and expected results
16. The following indicators are reported every year: total energy use (GJ); energy use per square metre; the share of low-carbon energy; Scope 1 and Scope 2 emissions (tCO₂e); and upgrade measures completed.
17. Expected results by 2030: energy use per square metre reduced by 10 per cent compared with 2025; every building separately metered; and a steady increase in on-site solar generation.
IX. Final provisions
18. This Policy is reviewed at least once every two years, and earlier if there are significant changes in legislation or in the activities of the University. Amendments are approved by the University Council.
19. This Policy enters into force on the date of its approval by the University Council and replaces the Energy Conservation Program adopted in 2023.
20. This Policy is published on the official website of the University (tuit.uz/sustainability) in Uzbek and English and remains publicly available.
