The purpose of the Department of Information and Library Systems
Improving the quality of education, training competitive personnel, and advancing scientific, innovative, and international cooperation are carried out in accordance with the needs of the republic’s information-library and archival sectors, as well as with consideration of the development of modern information technologies. We purposefully utilize our existing potential to ensure leading positions in the Central Asian region.
The activities of the department’s faculty are aimed at training specialists capable of working effectively in an information-driven society, developing, advancing, and applying information and communication technologies, artificial intelligence methods and systems, and both traditional and electronic information resources to foster the development of science, culture, education, and business.
Who does the department prepare?
Department of Information and Library Systems provides training for highly qualified specialists in the development of information systems and databases, as well as in delivering information services to various institutions (including libraries, archives, museums, and other organizations).
Upon graduation, students acquire professional competencies in the following areas:
- Information service specialist in various fields, including library and archival sectors;
- Developer of information systems for searching scientific and educational data (based on artificial intelligence and RFID technologies);
- Developer of databases for diverse sectors, including libraries, museums, archives, and other institutions;
- Analyst of scientific, educational, and social information, as well as a specialist in scientometrics and bibliometrics indicators and organizational rankings;
- Specialist navigator for databases of leading global publishers and information aggregators;
- Information consultant in high-tech companies.

Department History
Pursuant to Resolution No. PQ-1771 of the President of the Republic of Uzbekistan dated June 4, 2012, the Bachelor’s program Informatization and Library Science, as well as the Master’s degree specialties Informatization and Library Science and Document Studies and Archival Science of the Tashkent State Institute of Culture were transferred to the Tashkent University of Information Technologies starting from the 2012–2013 academic year.
On August 1, 2012, the Department of Information and Library Systems was established within the Faculty of Professional Education of the university, and the Bachelor’s and Master’s programs in Informatization and Library Science were assigned to this department.
A significant contribution to the establishment and development of the department’s educational, methodological, and research activities was made by DSc, Professor M.A. Rakhmatullayev; PhD, Professor B.I. Ganiyeva; PhD, Associate Professor U.F. Karimov; PhD, Associate Professor M.Kh. Makhmudov; Senior Lecturer A.M. Alimova; PhD, Associate Professor A.M. Khundibayev; and S.R. Arakelov. The department has also included the following faculty members: PhD, Associate Professor Kh. Mamatraimova; O.O. Ishniyazov; Sh.Sh. Makhmudov; F.T. Shodmonova; G.A. Djalilova; I.B. Mamatkulov; Sh.M. Mukhammadjonov; and Oʻ.U. Karimov.
From 2012 to 2023, the department was administered by Professor B.I. Ganiyeva. Currently, the position of Head of Department is held by PhD Sh.B. Normatov.

– Professors B. Ganiyeva and M. Rakhmatullayev were awarded the badge “Excellence in Information and Library Activity.”
– Professors B. Ganiyeva and M. Rakhmatullayev were recognized among the best scientists of Uzbekistan within the framework of Elsevier’s Scopus Award 2018.
– In 2023, the department won the UNESCO-ICHEI grant “TUIT SMART Classroom” worth USD 70,000. Based on this initiative, the National Center for the Digital Transformation of Higher Education was established.

Scientific and Educational Laboratory "Electronic Archives"

The purpose of this laboratory is to enhance the efficiency of training highly qualified personnel and the level of scientific research in the field of creation and management of electronic archives, as well as to automate archival processes through the use of modern technical and software tools in the educational process.
Scientific and Educational Laboratory "Integrated Library Systems"

The purpose of the laboratory is to enhance the efficiency of training highly qualified personnel and the level of scientific research, as well as to develop the comprehensive automation of library processes and the intelligent retrieval of scientific-educational and scientific-technical information through the use of modern technical and software tools in the educational process and research activities.
“DAZZLEVIEW SMART CLASSROOM”

This SMART CLASSROOM was created in collaboration with UNESCO-ICHEI, the Chinese company DAZZLEVIEW, and the Muhammad al-Khwarizmi Tashkent University of Information Technologies. Its purpose is to conduct practical activities for the use of artificial intelligence in teaching, organize micro-courses for instructors, and implement modern information technologies in the educational process under the conditions of higher education transformation.

Main Research Directions of the Department:
The department is aimed at developing promising directions in science and technology, as well as in providing information services to the public.
Primary Research Direction:
Research and development of methods and tools for optimizing the retrieval of scientific and educational information.
Technical Direction:
- Application of artificial intelligence in scientific and educational information retrieval systems;
- Development of corporate systems and networks for library and archival institutions;
- Comprehensive automation of library and archival operations.
Pedagogical Direction:
- Modern library and archival science in the era of digital transformation;
- Development of competencies of library and archival specialists in the digital age;
- Teaching methodologies for scientometrics, navigation in global information resources, use of artificial intelligence in libraries and archives, and design of information systems for libraries, archives, and museums.
Mixed Direction (Technical and Pedagogical):
- Scientometric, bibliometric, and webometric research;
- Training of highly qualified PhD and DC specialists in the relevant scientific fields: 05.01.09 — Document Studies, Archival Science, Library Science;
- Implementation of joint PhD programs in collaboration with leading LIS departments (selected among the top 300 higher education institutes). Joint PhD programs may include short-term exchanges of PhD students at partner campuses and long-term exchanges of PhD supervisors (up to 3 years).

DEPARTMENT SCIENTIFIC SEMINAR
The department conducts a scientific seminar titled “Intelligent Search of Scientific and Educational Information”. The seminar aims to advance theoretical and practical research in the field of intelligent search of scientific and educational information, as well as to enhance the efficiency of training highly qualified personnel for the development of artificial intelligence systems in various fields, including library, archival, and educational sectors.
The seminar involves PhD students and researchers from the Department of Information and Library Systems, other departments, and partner organizations, discussing the following topics:
- Dissertations, chapters, paragraphs, and scientific-practical results;
- Scientific articles;
- Scientific and practical projects.
