Biography
- Born on May 24, 1961, in the city of Tashkent.
- Education — higher. In 1983, graduated from the Tashkent Electrotechnical Institute of Communications (now Tashkent University of Information Technologies).
- 1983–1992 — First-class engineer at the Tashkent Telephone and Telegraph Station.
- 1992–1993 — Chief specialist at the Ministry of Communications of the Republic of Uzbekistan.
- 1993–1995 — Deputy Director of the foreign trade company “Uzimpeksaloqa.”
- 1995 — Head of the Construction and Supply Department at the Ministry of Communications of the Republic of Uzbekistan.
- 1995–1996 — General Director of the joint venture “TashAfinalAL.”
- 1996–1997 — Head of the Department of Privatization and Competition Development at the Ministry of Communications of Uzbekistan.
- 1997 — Head of the Department for Market Reforms and Securities at the Uzbekistan Post and Telecommunications Agency.
- 1997–2000 — Chairman of the State Fund for the Development of Postal Services and Telecommunications.
- 2000–2001 — Deputy Director of the Uzbekistan Post and Telecommunications Agency.

- On September 13, 2016 — reappointed as Deputy Prime Minister of the Republic of Uzbekistan and appointed as head of the complex on youth policy, culture, information systems, and telecommunications.
- On December 12, 2016 — nominated for the position of Prime Minister by the Liberal Democratic Party of Uzbekistan. On December 14, approved for the position.
