APPENDIX № 2

to the Resolution of the Cabinet of Ministers  October 13, 2008 No. 226

1. State scholarships of the President of the Republic of Uzbekistan are appointed to the students of the last year of study, the citizens of the Republic of Uzbekistan, (for bachelor and magistracy separately) of state higher educational institutions according to the results of a competitive selection conducted by the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan.

2. The quota (eleven) of state scholarships of the President of the Republic of Uzbekistan established for assignment to students is distributed separately for bachelor and magistracy based on one scholarship for each of the directions:

  • agriculture and water management;
  • engineering and computer science;
  • health and social welfare;
  • socio- humanitarian and social sciences;
  • natural sciences;
  • business and management;
  • pedagogy;
  • culture, art and sport;
  • foreign languages;
  • law and international relations;
  • journalism.

Changes and additions to this list can be modified by the Cabinet of Ministers at the beginning of each academic year according to the request of the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan, based on the expediency  of changing priorities in areas of education.

3. The following criterias are established for the appointment of state scholarships of the President of the Republic of Uzbekistan:

  • a combination of general education and research (creative) work;
  • participation in conferences (contests) in directions;
  • availability at least two published works;
  • language qualifications including state language and a foreign one (except for the state languages of Commonwealth countries of Independent States), and in some cases, when the direction of education in the bachelor’s degree or specialty in the magistracy is a foreign language  one more foreign language qualification  is additionally required;
  • knowledge of the history of Uzbekistan

The level of requirements for language skills, information technology, history of Uzbekistan is established by the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan.

Applicants pass special  tests for the state scholarship of the President of the Republic of Uzbekistan at the State Testing Center under the Cabinet of Ministers of the Republic of Uzbekistan (by regions) to establish the level of their  knowledge in these subjects,  transmiting final statements with the results of testing to the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan.

4. Nomination of candidates for assigning  state scholarships of the President of the Republic of Uzbekistan  are made by academic councils of state higher educational institutions till July 1 of the current  year after a public discussion of applicants for candidates, their academic success and scientific (creative) activities.

Applicants submit to the Academic Council for the preliminary consideration: 

  • Extract from student's records of credits ;
  • application of the dean's office;
  • annotation of scientific (creative) work;
  • guidance's petition;
  • review of scientific (creative) work;
  • List of scientific papers and their reprints.

All documents are submitted in duplicate. Each set is stitched into a folder, on the cover of which is the name of the institution that submitted the work, the name, surname, patronymic of the applicant, the name of the work.

5. Academic councils make a desision for the appointment on the nomination of candidates for the grant of state scholarships of the President of the Republic of Uzbekistan by secret ballot, by a simple majority vote.

Decisions of academic councils are the basis for ministries and departments to send applications to the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan for the appointment of state scholarships of the President of the Republic of Uzbekistan.

6. The Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan considers applications for scholarships once a year. Documents are accepted from August 1 to August 15, and consideration is from September 10 to September 25.

7. The appointment of state scholarships of the President of the Republic of Uzbekistan to students of state higher educational institutions is implemented by decision of the board of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan.

The appointment of scholarships is preceded by a strict examination of educational and scientific (creative) training level of applicants in accordance with established criteria.

To this end, the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan:

  • founds a special competitive commission, which is charged with conducting a    competitive selection among applicants for state scholarships of the President of the Republic of Uzbekistan;
  • forms groups of experts in areas of work review to assess educational and scientific (creative) training level of applicants;
  • develops test tasks on information technology, history of Uzbekistan, foreign languages jointly  with the State Testing Center under the Cabinet of Ministers of the Republic of Uzbekistan;
  • regulates the working procedure of the competetive commission and expert groups;
  • sets the dates of the meetings of the competetive commission.

8. The competetive commission makes the final selection of candidates by a secret ballot and recommends  students to be nominated for the appointment of state scholarships of the President of the Republic of Uzbekistan if the applicant and his work receive at least 2/3 of votes of the members of commission  who participated in the voting.

In case of the number of applicants exceed the fixed quota,  preference is given to those applicants who have gained a greater number of votes.

The decision of the competitive commission comes into force after its approval by the board of the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan.

The competitive commission has the right to recommend for the personalized state grants  the participants of the competition who have not become the owners of the state scholarships of the President of the Republic of Uzbekistan, but have  the best results.

9. The decision of the board of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan  serves as the basis for state higher educational institutions to issue orders on the appointment and payment to students  state scholarships of the President of the Republic of Uzbekistan.

10. State scholarships of the President of the Republic of Uzbekistan are assigned to students annually for one academic year, starting from September 1, in strict accordance with the established amount.

11. Students who are awarded state scholarships of the President of the Republic of Uzbekistan are given certificates “President stipendiyasini sohibi” in a solemn ceremony at the board of the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan.

12. Students of state scholarships of the President of the Republic of Uzbekistan are accepted for the relevant specialty in the magistracy (for bachelor scholarship holders) on the grant basis and postgraduate course  (for masters scholarships) without entrance exams within two years after graduating from the state higher educational institution. If specialties in  postgraduate  and magistracy do not match,  the entrance exams are taken only in the post graduate specialty.

13. Students of state scholarships of the President of the Republic of Uzbekistan retain the right to be sent abroad to continue their studies in magistracy (for bachelor scholarship holders) and in postgraduate course (for masters scholarship holders) within  two years after graduating. 

14. Depriving students of state scholarships of the President of the Republic of Uzbekistan for current academic failure, violation of academic discipline and scientific ethics can be made during the academic year by the decision of the board of the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan according to the evidence of ministries and departments responsibility  where the student is studying.

15. Students applications and complaints on the appointment of state scholarships of the President of the Republic of Uzbekistan are considered by statute-established order.
