I. General provisions

1. This Policy establishes how the Tashkent University of Information Technologies named after Muhammad al-Khwarizmi (hereinafter “the University”) measures and sets targets for more sustainable commuting, promotes sustainable travel among its students and employees, and reduces emissions from its own vehicles and business travel.

2. The Policy implements the Sustainable Development Policy (TUIT-SP-01) and has been prepared in accordance with the legislation of the Republic of Uzbekistan on transport, road safety and nature protection. It applies to all students and employees and to the University’s vehicle fleet.

II. Terms used in this Policy

3. The following terms are used in this Policy:

sustainable commuting – travel to and from the University by walking, cycling or other non-motorised transport, public transport (metro, bus), University shuttle, carpools and vanpools, motorcycles, scooters or mopeds, or electric vehicles.

III. Measuring commuting and targets

4. The University measures how its students and employees commute through a survey carried out at least every two years, and calculates the share of sustainable commuting.

5. The University’s target is to increase the share of sustainable commuting by at least 5 percentage points by 2030 compared with the 2025 baseline, and to reduce the share of single-occupancy private car trips.

IV. Promoting sustainable commuting

6. The University promotes sustainable commuting by: providing bicycle and scooter parking at its buildings; informing students and staff about public transport routes; encouraging carpooling; giving priority in parking to shared and electric vehicles; installing electric-vehicle charging where feasible; and holding an annual campaign such as a “car-free day”.

7. The University allows remote and flexible working for eligible employees as a matter of policy (TUIT-SP-12), holds meetings online where possible and offers online and blended learning approved in the established manner, which reduces commuting.

V. University vehicles and business travel

8. When vehicles are replaced, preference is given to electric, hybrid or low-emission vehicles (TUIT-SP-07). Online meetings are preferred to travel where they serve the purpose, and train travel is preferred to air travel for domestic trips where practicable. Emissions from business travel are measured as part of the University’s Scope 3 commitments (TUIT-SP-01).

VI. Responsibilities

9. The Department of Housekeeping and Landscaping organises the commuting survey, parking and charging facilities and manages the vehicle fleet. The Human Resources Department applies remote and flexible working arrangements. The Youth Union takes part in campaigns. The Sustainability Committee reviews progress every year.

VII. Monitoring and expected results

10. The following indicators are reported: the share of sustainable commuting (every two years); the number of employees working remotely or flexibly; the share of low-emission vehicles in the fleet; and business-travel emissions.

11. Expected results by 2030: the share of sustainable commuting increased by at least 5 percentage points; bicycle parking at all main buildings; the first electric or hybrid vehicles in the University fleet.

VIII. Final provisions

12. This Policy is reviewed at least once every two years, and earlier if there are significant changes in legislation or in the activities of the University. Amendments are approved by the University Council.

13. This Policy enters into force on the date of its approval by the University Council and replaces the Transportation Policy published on the University website.

14. This Policy is published on the official website of the University (tuit.uz/sustainability) in Uzbek and English and remains publicly available.
